You can clear the playlist every time you start Winamp.

Create a Shortcut to Winamp.
Edit the Target line by adding /CLEAR, so it looks like this: "C:\Program Files (x86)\Winamp\winamp.exe" /CLEAR
(to edit, right click the Shortcut and select "Properties")

Now the Shortcut will start Winamp with a clear Playlist Editor.

Winamp has good command line functionality.
To investigate, type "winamp /?" (without quotes) in a command window opened at the folder containing winamp.exe.
