NAPUS HOTLINE Thank you for contacting the NAPUS Hotline. This is Executive Director Ken Engstrom at the NAPUS national office in Alexandria, Virginia on Friday September 19, 2008. Notice: On Wednesday August 27, 2008 at the NAPUS National Convention President Dale Goff announced that the NAPUS office is launching a new NAPUS National Email list. You will be able to receive breaking news and information from the NAPUS National office as it occurs. To sign up for the email list go to http://www.napus.us and click on the subscribe button located at the top of the page. This will open your email program and all you have to do is send a blank email which will give you a conformation back asking if you wanted to subscribe. Follow the instructions in the email and you will be added to the list. The email list will be secure and will only be used for NAPUS business. Note: Do not use your Postal Service email. The changes in our NAPUS Constitution and NAPUS Policy that was passed at the national convention in St. Louis, MO. are now up on the NAPUS web page for your viewing. Need to Know: The National Rural Mail Count is scheduled for February 14-March 14, 2009. VERA: There is still no word from the Postal Service on the timelines for the Postmasters. On September 17, 2008 the Postal Service faxed a notice to the NAPUS office from Anthony J. Vegliante, Senior Vice President Labor Relations USPS. It states in part; that due to the current financial situation a more controlled approach in managing the complement is needed. Therefore, a freeze on all organizational structure changes is effective immediately. The freeze includes position upgrades, additions to complement, position neutral exchanges, and requests for new positions and their related position evaluations. President Dale has a meeting with Jack Potter, Postmaster General on Monday, September 22, 2008. Note: The NAPUS web page has been updated with current information on the Leadership Conference next year and the national convention in Alaska. Go online and register. Need to Know: On September 15, 2008 the Postal Service notified President Dale that there will be volume reporting requirements for CAG H-L Post Offices beginning fiscal year FY09 in the eFlash system. The following eFlash custom lines have been designated for CAG H-L offices volume reporting.

Information on training will be forthcoming to the field units. President Dale Goff attended on Thursday September 18, 2008 a luncheon at the NALC Headquarters office to honor the “Hero’s” of the city carriers this year. This tribute is well deserved as is remembering ALL the postal employees who go beyond their duty to help their customers in times of great need. On September 17, 2008 NAPUS President Dale Goff, Executive Director Ken Engstrom, and President Charlie Mapa of the League met at Postal Headquarters to discuss the issue of the POV. (privately owned vehicles) The discussion held was very informative on both sides with progress being made to formulate new policy on this issue. Postal Headquarters also briefed the Postmaster organizations on a pilot program slated to go to the “field units” on October 4, 2008 called “SSA Revenue Goals System”. This new process will track the retail performance of Sales and Service Associates (SSA’s) at Post Offices on the POS system. The system will give a daily report after input from the Postmaster or supervisor on the retail performance of the unit. It is hoped that this new program will give the results it is suppose to produce, but it is in fact another job function put on the backs of Postmasters in an already overburden workload. The Postal Service recently notified NAPUS that it will begin a new initiative involving the PO Box Service Measurement. This new initiative, in which clerks will be required to scan a barcode upon completion of the PO Box distribution, will be implemented the beginning of September 2008.
