Zero Tolerance Policy Upheld
"Bagbee was a 20-year employee with the Postal Service,
working as a Laborer in San Francisco. During a meeting with his
first and second level supervisors, Bagbee made threats against
the supervisors' family members. According to their testimony, Bagbee
"threatened to rape and kill Mr. Daniels's (the
second-level supervisor) wife, daughter and son, and also to go
to Ms. Ramos's (Bagbee's first-level supervisor) house while her
husband was working and rape and kill Ms. Ramos's children and
then slash Ms. Ramos's throat." -

Internet Rumor That NALC and USPS Have Reached Contract Agreement
PostalMag has received numerous inquiries concerning an Internet
rumor that a contract agreement has been reached between NALC
and USPS. Information we have received does not indicate a
contract agreement is near. The rumor may have started because
NALC National Business Agents are in Washington, D.C., but they
are in D.C. for SCHEDULED legislative meetings on various postal
issues. We'll keep you posted if new information becomes
available. -

"On Monday, President Bush sent Congress
his Fiscal Year 2008 budget proposal. The federal fiscal year
begins on October 1. Within seconds of receipt, Congressional
leaders declared the budget dead on arrival. The President's
financial package included 2 "hits" to the federal/postal
workforce - both would impact the Federal Employees Health
Benefits Program (FEHBP). One proposal would "tenure-test"
retiree FEHBP premiums, and the second would authorize Blue
Cross to establish a 3rd FEHBP option." -
